PCA & Phase I ESA Coordination Template & Example
Last updated 2026-10-10
A transaction calendar with a single 'due diligence reports' milestone can hide two different unfinished assignments. Record the PCA and Phase I environmental site assessment separately, with their own contacts, access needs, report dates and client decisions. Then identify the information and logistics they can share.
EPA's All Appropriate Inquiries guidance ties environmental inquiry timing to acquisition and identifies work and reporting responsibilities for an environmental professional. The OCC's Commercial Real Estate Lending handbook, printed page 67, describes receipt and evaluation of environmental risk reports before a bank's final commitment as part of an effective risk-management program. These are distinct timing considerations; neither establishes a universal PCA delivery date.
This is a transaction coordination sheet, not an environmental assessment template. The PCA narrative and its Immediate Repairs Table and Replacement Reserves Table remain identified as their own deliverable. The worked example uses a separate fictional commercial acquisition so it introduces no environmental findings into the Bellwether Commons record.
Jurisdiction
Written primarily against US practice: the ASTM E2018 baseline, agency scopes such as Fannie Mae Form 4099, and — where a page says so explicitly — California statute. Client scope governs any individual engagement and may expand or reduce what is described here. State and local inspection obligations differ, and licensure requirements for the work described vary by state. Outside the US, treat the structure as transferable and the standards and statutes as not.

When to use this document
- A buyer or lender commissions a PCA and a Phase I ESA for the same acquisition.
- Consultants share site contacts or documents but have different milestones or unresolved information requests.
- The proposed acquisition date changes and each assignment needs its own timing decision.
Worked example
Fictional. Alder Row Acquisitions is considering Millrace Commerce Center, an invented office property in Columbus, Ohio. All parties, dates, documents and events are invented and illustrative. This example records coordination only: it makes no environmental finding and leaves the combined due-diligence package incomplete.
Transaction and Assignment Register
The coordinator opens transaction file MR-2026-04 for Alder Row Acquisitions. The buyer has ordered a commercial PCA and a separate Phase I ESA. Each engagement appears on its own line with its consultant's project reference, contact and report recipient. The property description supplied with each order is to be checked against the buyer's transaction documents. At this stage the coordinator has no basis to substitute one consultant's property description for the other's. The PCA order calls for a Word narrative with an Immediate Repairs Table and a Replacement Reserves Table; the environmental report is listed as a separate file to be delivered under its own engagement.
Milestones and Timing Confirmation
The working calendar proposes a site appointment on 8 April, separate draft deliveries on 16 April and a buyer decision meeting on 22 April, ahead of a proposed 30 April acquisition. These dates are administrative choices for this fictional matter, not standard turnaround periods. Both consultants are asked to confirm their milestones. The environmental contact is also asked to identify the dates relevant to the environmental inquiry and any update needed for the proposed acquisition. That confirmation is not yet in the file. The coordinator does not calculate an environmental validity date from the draft delivery date or apply one to the PCA.
Shared Access and Document Routing
The owner's site manager can make keys and interview time available at the proposed appointment. The coordinator circulates each consultant's access request to that contact and asks for confirmation of the arrangements separately. A site plan supplied by the seller is logged with its filename, stated date and date received, then forwarded to both consultants with receipt status tracked for each. The environmental consultant's questionnaire is routed to the buyer for completion. The PCA assessor's maintenance-record request remains on the PCA list. Neither item is marked complete merely because the other consultant has received material from the same person.
Questions Referred Between Assignments
Referral R-01 concerns an older document title mentioned in the seller's file index, with no corresponding attachment. The coordinator asks the seller for the missing file and notifies both consultants that its contents are unknown. The environmental contact will determine whether the document is relevant to that assignment when received; the PCA assessor will determine whether it informs the physical-condition report. There is no description of contamination, a release, a repair obligation or a clearance decision in this entry. The referral remains an information request, with the seller as the next-action contact and both consultants copied on the status.
Deliverables and Unresolved Decisions
By the proposed decision meeting, the PCA draft narrative and both draft tables have arrived. The final PCA has not been issued and the environmental report has not been received. The coordinator lists the draft filenames and their status, carries R-01 as open and sends the buyer a delivery-status note. The note does not label the property acceptable or the due diligence complete. It asks the buyer's transaction contact to confirm the revised decision sequence with the lender and consultants. No environmental allowance is inserted into the PCA tables to stand in for the missing environmental report.
Acquisition-Date Change Record
The buyer subsequently advises that the proposed acquisition has moved from 30 April to 29 May. The coordinator records when that change arrived and sends the new target to both assignment contacts. The PCA consultant is asked whether the engagement calls for further work before the later transaction date; the environmental professional is asked to confirm the inquiry timing and any update needed for that date. Both responses remain pending at the last entry shown. The changed calendar is therefore a notice and an action list, not confirmation that either report will address the later date without additional work.
Section-by-section guide
What each section is for, what a good one contains, and where they typically go wrong.
1.Transaction and Assignment Register
Record the property identifier and transaction once, then give each assignment its own scope reference, contact, intended recipient and status. Confirm that both references identify the same intended property; a matching street address alone need not settle the requested extent.
2.Milestones and Timing Confirmation
Separate the visit, draft, final report, client decision and proposed acquisition dates. Ask the environmental professional to identify applicable inquiry and update dates for the environmental assignment. EPA's timing guidance is a reason to track that check; it is not a PCA expiry rule or a substitute for the environmental professional's assessment.
3.Shared Access and Document Routing
Coordinate the site contact, keys and interview availability, then record who needs each item. Use the pre-survey request for the PCA's actual request list. Sharing an appointment or forwarding a document does not establish that both consultants received or evaluated it.
4.Questions Referred Between Assignments
Give each referred question an origin, recipient, supporting file and status. Ask the responsible consultant what it means within that assignment. Keep environmental interpretations with the environmental professional; the coordination sheet records the referral and response without producing a finding.
5.Deliverables and Unresolved Decisions
List the exact report files received and their issue status. Separate report receipt from the buyer's or lender's decision to proceed. If one report is outstanding, name it and identify who will address the missing decision; avoid describing the combined package as complete.
6.Acquisition-Date Change Record
When the target date moves, circulate the changed date to both assignment contacts and record their separate responses. Keep requests, confirmations and updates distinct. Record a completed timing check only when the responsible person supplies it.
Common mistakes
The failure modes that show up most often when this document is reviewed later.
Using one 'reports complete' box for both assignments.
A received PCA can obscure an outstanding environmental report, or the reverse. Give each deliverable its own issue status and client decision reference.
Treating a shared site appointment as a shared scope.
Each consultant still needs access and information for the work it was asked to perform. Track the separate requests and confirmations even when the same site contact handles them.
Starting every timing check from the report cover date.
EPA's AAI discussion concerns the timing of inquiry activities relative to acquisition. Ask the environmental professional to identify the relevant dates and updates instead of assuming the cover date settles them.
Filling the missing environmental report with a PCA conclusion.
A coordination gap needs an outstanding action and the responsible consultant's response. It supplies no basis for an environmental finding or an invented cost line.
Questions
- Must the PCA and ESA site visits happen on the same day?
- This template imposes no shared-date rule. Coordinate a joint appointment if it serves both engagements, and confirm each consultant's needs and availability. Record different dates when the assignments proceed separately.
- Does EPA's AAI timing determine how old a PCA may be?
- The cited EPA guidance concerns environmental inquiries. Have the PCA consultant and client resolve the PCA timing under their engagement. Keep the environmental timing confirmation in its own field.
- Does every bank follow the OCC milestone described here?
- The handbook is OCC guidance for the institutions it supervises, not a universal transaction calendar. It explains why environmental report evaluation can be a distinct lending milestone. Obtain the actual lender's milestone and record it alongside the buyer's acquisition date.
- Can this sheet establish an environmental liability protection?
- No. It records assignments, dates and open actions. The environmental assessment and any legal determination remain separate from this administrative record.
