Most readers open a PCR at the tables. The narrative explains, but the two cost schedules are what gets escrowed, negotiated and argued about — and they are where an observation and an opinion most often get welded into a single unchallengeable number.
These templates keep the basis of each figure visible: what was observed, what was assumed, what was measured versus counted, and what could not be determined. A reader who can see the basis can revise the number without discarding the report.
